Juvenile Justice Residential Programs

TIGER SHOP
Purpose: The Tiger program is a twenty four (24) bed High Risk residential commitment program for male offenders, between the ages of 13-19, with provisions in statute to retain youth until 21 years of age. Tiger SHOP provides a full range of services to include, but not limited to; Individual, Group, and Family Counseling; Education; Vocational Training; Mental Health and Substance Abuse Overlay Services; Social Skills; Independent Living Skills; Anger Management Groups; Community Work Projects; Case Management; and Recreational Activities. Youth earn academic credits for their school work at Tiger SHOP, which transfers to their home school district, upon their release. The program operates on a level system of performance. The various levels include: Level Orientation - Learning the Program; Level 1 - My Identity and the Causes of My Delinquency; Level 2 - Victim Awareness; Level 3 - Being, Becoming and Belonging; and Level 4 -Transition. Tiger SHOP services are provided 24 hours per day, 7 days per week, 365 days per year. The average length of stay in the program is 9 - 12 months. However, the actual length of stay is driven by the youth successfully completing the goals of his performance plan.

CONDITIONAL RELEASE - Circuit 3
Purpose: The Conditional Release program in Circuit 3 (Columbia, Dixie, Hamilton, Lafayette, Madison, Suwannee, Taylor counties) is for male and female youths, up to 21 years of age, who are successfully released from residential delinquency commitment programs and placed on post-commitment probation or committed conditional release status.

CONDITIONAL RELEASE - Circuit 14
Purpose: The Conditional Release program in Circuit 14 (Bay, Calhoun, Gulf, Holmes, Jackson, Washington counties) is for male and female youths, up to 21 years of age, who are successfully released from residential delinquency commitment programs and placed on post-commitment probation or committed conditional release status.

Volusia Halfway House
Purpose: The Henry and Rilla White Youth Foundation, Inc. provides education instruction through classroom and experiential settings with competency-based curricula, remediation, interactive learning, pre-vocational and vocational services to the 24 male youths who are located at our program in Daytona Beach. The Foundation provides resources to prepare the youth for the GED or SAT. The program is education centered and supports pro-social behaviors. Our services build on the strengths of the youth and we develop an individualized education plan for each of our students. The program encourages the youth to build self-esteem through developing adaptive coping skills, maintaining appropriate peer and family relations, and developing community living and social skills. The primary vocational program at Volusia Halfway House is culinary instruction. A Culinary Arts Instructor is employed by The Foundation to provide a quality education opportunity.

Nassau Juvenile Residential
Purpose: The Nassau Juvenile Residential program is a twenty four (24) bed Low and Moderate Risk residential commitment program for male offenders, between the ages of 14-18.

Purpose: The Conditional Release program in Circuit 4 (Nassau, Clay, and Duval counties) is for male and female youths, up to 21 years of age, who are successfully released from residential delinquency commitment programs and placed on post-commitment probation or committed conditional release status.

Pompano Substance Abuse Treatment Center
Purpose: Pompano Substance Abuse Treatment Center is a twenty-four (24) bed residential program for moderate risk boys who are committed to the Department after being assessed and classified as moderate risk. Program services shall include Substance Abuse Treatment Services provided as part of Behavioral Health Overlay Services (BHOS) for boys ages 13 to18 years old, with a length of stay of 6 to 9 months.

Intensive Delinquency Diversion Services Program - Circuit 2
Purpose: The (IDDS) program in Circuit 2 (Leon, Gadsden, Franklin, Liberty, Wakulla and Jefferson counties) is designed to provide services to a specific population of juvenile offenders who, after assessment of risks and needs, appear to be at risk of becoming serious and chronic offenders. Those offenders who demonstrate the high risk factors, such as, first offense occurring at or prior to age fifteen (15), poor school performance and truancy, lack of parental supervision, substance abuse problems and gang affiliation are most likely to become chronic offenders if intervention is not received at an early stage. The IDDS program provides more intensive supervision and services than any other diversionary program. Some of the sanctions/services the IDDS program may assign and monitor include; community service hours, restitution, supervision, urinalysis testing, curfews, counseling (individual, family, group), educational training, vocational training, and anger management classes. The average length of stay in an IDDS program is five (5) to seven (7) months.

Community Based Intervention Services - Circuit 1
Purpose: The (CBIS) program in Circuit 7 (Escambia, Okaloosa, Santa Rosa and Walton counties) is for male and female youths, up to 21 years of age, who are successfully released from residential delinquency commitment programs and placed on post-commitment probation status.

Multisystemic Therapy (MST) Program -Circuit 4
Purpose: The intent of the Faith In Families program is to divert juvenile justice clients from admission to secure detention and residential programs and instead use the multisystemic therapy approach to the treatment of serious habitual juvenile offenders and their families. The Faith In Families program delivers intensive in-home and community based services to juvenile offenders or offenders accused of serious delinquent acts. Such services address the youth, the family, the peers of the youth, and the school setting. These therapeutic intervention strategies and services promote behavior change in the youths natural environment and reduce the possibility of further delinquency.

Multisystemic Therapy (MST) - Circuit 1
Purpose: The Multisystemic Therapy program serves male and female youth and their families in Circuit 1, who are not committed to the Department of Juvenile Justice after having been assessed and classified as minimal risk to public safety. The program provides non-secure custody, care, treatment and supervision 24 hours per day, 7 days a week. The Foundation uses the multisystemic therapy model to provide a range of intensive family intervention services, predominately within the home environment of the identified youth and his/her family. The major goal of the program is to empower parents with the skills and resources needed to independently address the difficulties that arise in raising teenagers and to empower youth to cope with family, peer, school and neighborhood problems. The services are tailored to prevent disruption of the youth's home environment and prevent deeper penetration into the juvenile justice system.

Multisystemic Therapy (MST) - Circuit 8
Purpose: This program is a partnership between the courts, the Office of the State Attorney, the Office of the Public Defender, Department of Juvenile Justice, Alachua County Schools, and the Henry and Rilla White Foundation. This multisystemic therapy (MST) program serves sixteen offenders per year, male and female, who are enrolled in Alachua County's Family-Focused Juvenile Drug Court. The primary goal of this program is to provide immediate community-based, family-focused treatment to substance abusing juvenile offenders with no significant criminal history.

Intensive Delinquency Diversion Services Program - Circuit 3 and Circuit 8
Purpose: This program services males and females under the age of 18, targeted at 16, who are referred to the Department of Juvenile Justice by the Courts and the Office of the State Attorney. The purpose of this program is to divert juveniles referred for (or charged with) delinquency and assessed as being a potential serious or chronic offender from entering the judicial process for the first time or from further involvement with the juvenile justice system.

REDIRECTION - CIRCUIT 1 - Pensacola
Purpose: The White Foundation operates two forty-eight (48) slot Redirections programs in accordance with the program design/ specifications developed in the multisystemic therapy (MST) model developed by the Family Services Research Center, Medical University of South Carolina. Multisystemic therapy (MST) is a unique, goal-oriented, comprehensive treatment program designed to serve multi-problem youth in their community. MST is the only family-focused and community based treatment that has been the focus of several major research studies and has demonstrated clinical and cost effectiveness for youth with complex emotional, social and academic needs.
